Peer Guardian is a blacklist of IP addresses to block from accessing your computer. The idea is that Peer Guardian makes a list of the IP addresses of known companies and agencies, so that you can stop them from connecting to your BitTorrent client and seeing how much (if any) you have downloaded / uploaded.
