For England the contract (shorthold agreement) would normally be for a fixed term. I am assuming both tenants have signed this contract. If one leaves then there would have to be a supplementary agreement signed by all contracted parties to remove and liabilities or obligations of the departing tenant. The remaining tenant would then assume all responsibilities under the contract terms.
